"# of executors" configuration does not change number of executors of master

      Steps to reproduce

      1. go "Configure System"
      2. change "# of executors", 2 to 3.
      3. click save

      but "Build Executor Status" widget are not changed.

      Hudsonをリスタートするか、スレーブを1つ作成すると反映されます。
