"Use newest version" when doing JIRA release

      This is one of the proposals for JENKINS-19178.
      One of the options would be to add a "Use newest version" option to JiraReleaseVersionUpdaterBuilder and getNewestVersion to JiraSite.

          It would be really nice if somehow the newest Jira Release could be assigned to a Variable. Even making ist static and assigning to a fixed variable would be appropriate. Something like LATEST_JIRA_RELEASE_NUMBER
