Add support for automatic compression of builds

      Almost all build results are xml and sometimes these files are quite big as in
      case of crap4j or cobertura (16m+16m per build). It may be more convenient to
      have these files stored in archive.

          See JENKINS-2551 for console text and JENKINS-6229 for artifacts. File separate issues as needed for particular plugins (e.g. Cobertura) whose results might usefully be compressed. Note that the new(ish) Database plugin allows plugins to use SQL storage, which might be more compact.
