[JENKINS-32849] Add BindingDescriptor @Extension for AzurePublisherSettings credentials

AzurePublisherSettings should have a BindingDescriptor @Extension so that the credentials-binding-plugin can store the file on disk during builds.

This is typically useful to use packer-azure in builds / pipelines.
