[JENKINS-32905] Dashboard View shows a big empty space

Description

Original: I recently updated Jenkins from 1.611 to 1.647 after that all my views started to have an empty space on top. Then I installed Sectioned View Plugin, after that suddenly "List View" views started show things properly but still anything on "dashboard views" shows a big empty space. This might not be an issue with dashboard itself since all my views had the blank space after the upgrade. Related issue [JENKINS-29250|https://issues.jenkins-ci.org/browse/JENKINS-29250]
