Consider build step to start an emulator without waiting for it to start

      This is more or less bringing JENKINS-11612 back to life.

      Being able to start an emulator from a Pipeline build, and the compile the APK in parallel would be nice. Then there would need to be a corresponding "wait for emulator" build step elsewhere.

      This should be implemented to work well with the durability expectations that the Pipeline plugin has, regarding the Jenkins master going down while an build with an emulator is running...
