Add ability to enable experimental update center to normal UI

    Description

      Suggesting this for 2.0 - the experimental update center is a nice conceptual thing, but it's such a pain to add that no one ever does. Let's find a way to make it more trivial to enable.

          Could be maybe host a directory of public update sites and add some UI for selecting one primary and optionally supplementary update sites?

          Not really tied to 2.0, it's neither a major technical change, nor a major part of the Jenkins UX.
