EnvInject should be able to set global variables without a full service restart

      The EnvInject plugin offers a method to inject environment variables for all nodes associated with a jenkins instance. Environment variables are read in through a Java properties file at master start up time and injected into nodes as they start up. To change values, this requires a change to the configuration file on the master and a service restart.

      Configuration requirements may change rapidly, leading to a potential need for daily downtime. A method to update shared global environment variables without full service interruption would be ideal.
