Inline help doesn't work with tabbed configuration page

      In the new tabbed configuration page in 2.0, inline helps for top-level configuration entries (such as build triggers) won't show.

      Steps to reproduce

      • Launch 2.0-alpha-2
      • Create a new freestyle project and go to the configuration page
      • Select "Build Triggers" tab
      • Try to click the icon on the right
      • Nothing happens, whereas I expected inline help to show.
