[JENKINS-33620] Clearing the search box fully hides the configuration page

Steps to reproduce it:

Create freestyle job
In the configuration page, write "SCM" in the search box (top left)
Then click on the little X in the search field
The formulary is entirely hidden (when it should be "unfiltered" so being entirely shown)
