[JENKINS-33934] /about completely bypasses setup wizard.

Description

Original: run the 2.0-beta-1 jar with a clean home. Start Jenkins enter the admin password navigate to ${JENKINS_URL}/about click the "Click here to install additional features" and finish the upgrade processs h3. expected results 1) it is not an upgrade so don;t say upgrade 2) this takes you to the wizard h3. actual results 1) it says upgrade when it is install 2) this bypasses the wizard and installs the kitchen sink plugins without any extra confirmation which is a shock..
