multibranch allow disabling Execute concurrent builds if neccessary

      There is currently no way to disable Execute concurrent builds if neccessary in branch jobs in multibranch jobs. It would be nice if this feature is added. There is currently the properties step bit it doesnt support this particular property which I'm not sure is a real property but more like a member flag of the job itself.
