Broken branch syncing with Folders Plugin 5.5+

    Description

      After updating to 5.6 of the folder plugin, changes to the parent project no longer sync to the branches, instead, each branch says "ignoring duplicate <branch>"

      I suspect it is related to Jenkins-32179: https://github.com/jenkinsci/cloudbees-folder-plugin/commit/30f744250762bf9472cd269a0bef4a597203be01
