Filter out recipients who don't want the emails

      Many mailing lists are required by law to allow recipients to unsubscribe. Our jenkins instance is currently emailing developers on a project even if they only contributed once a long time ago. This can happen because we have an `any` job in which you can build any commit. Thus if you build an old release and then a new one, it will think years of commits are new and email all those developers with the results. It would be nice to be able to add people to a list so they wouldn't receive any jenkins emails.

      Think of this as the DO-NOT-NOTIFY list.
