[JENKINS-34118] long page load times in pluginManager/available

with 2.0-beta-2 is takes 8.2 seconds to serve pluginManager/available (first load) and subsequent loads take 7.1 seconds.

WIth 1.642.1 it takes 1.6 seconds for the first load (subsequent loads take just under 1 second)

this is a whopping slowdown.
