Chatter Notifier uses TLS 1.0 to connect to Salesforce

When attempting to connect to a salesforce org that has applied the critical update disabling TLS 1.0 access, Jenkins receives an error from salesforce asking it to connect using TLS 1.1 or later.

I updated openssl to version 1.0.2 that supports TLS 1.1 but still gives the error:
error posting to chatter : sf:UNSUPPORTED_CLIENT : UNSUPPORTED_CLIENT: TLS 1.0 has been disabled in this organization. Please use TLS 1.1 or higher when connecting to Salesforce using https
