When Jenkins is stopped, the queue file is created except it's empty. No information about the running jobs or jobs pending in the queue exist.

      It essentially saves a file like:
      <?xml version='1.0' encoding='UTF-8'?>
      <hudson.model.Queue_-State>
      <counter>42</counter>
      <items/>
      </hudson.model.Queue_-State>

      This behavior is a regression from Jenkins 2.0 beta2.
