Instances not being terminated properly after idle timeout

If I terminate an instance manually in Jenkins it will be terminated from AWS. If I wait until idle timeout, it is not properly terminated in AWS (for some reason the labels are removed but the instance stays live)

I'm using spot instances, not sure if that's related or not.

      This is a critical bug.

I'm not using spot instances, same problem. I forgot to manually stop mine last Friday and they all ran all weekend long. This bug is quite expensive.

          Jenkins 1.651.2
          Amazon EC2 1.34

Could you please add some reproduction steps?
