Links in top nav bar should be driven by plugins not hard coded

      Currently links in main.jsx in blueocean-web are hard coded.

      They could be contributed by an extension point which the plugins provide to link to their own routes. Using ExtensionPoint as it is now would make it not exactly be peer links, which is a bit uncool, so this isn't quite as simple as it may appear.
