[JENKINS-35833] Automate the collection of plugin static analyser data

Static analysis report index generation has already been automated via https://ci.jenkins-ci.org/view/Infrastructure/job/infra_extension-indexer/. New added items as part of UX-147 is part of the generated index file.

Upload to BigQuery

• POC code development is complete, it streams generated index in to BigQuery
• The automatic upload will be achieved via Jenkins plugin under development (is going to allow google oauth credentials, would be part of build step to be executed after index is generated).

• Need to provide Jenkinsfile that executes BigQuery upload process using docker.
• The Jenkisnfile to go in https://github.com/jenkins-infra/bigquery-uploader
