Maintaining the plugins.txt manually is likely to lead to brittleness in the dogfooding server.

      Ideally this is replaced with an update center.

      Scope

      • Remove plugins.txt
      • Use an update centre to decide what dependencies are installed for blueocean-plugin
      • Publish blueocean-plugin in an update centre
