[JENKINS-36298] Do not show 'New failing' section if the there are none

jamesdumay this was intentional, as both sections look identical, you can quickly see there are no test failures caused by the changeset for this build... otherwise, the sameness of the different scenarios makes it look like these failures could have been caused by the current build (despite the text)
