Add custom "jobDsl()" Jenkins Pipeline step

      JENKINS-35282 Added the basic support for executing Job DSL as part of Pipeline.

      Now need to add a custom pipeline step, "jobDsl()" so we can stop using "step([$class: "executeJobDsl", etc).
