I'm submitting this patch for review and critics. What it does is implementing a
"Quiet Period" (1) at the SCM Polling level. I only tested it in a UCM environment
because I don't have access to a Base CC environment here. I'd like your feedback.

added a comment - We need this feature too, because our merge (+ checkin) process tooks 5 - 30 Minutes and we have defect builds that are started in middle of merge window. It tooks about 1 hour to finish the build and restart again. Can somebody with commit rights review the patch?
