Cache last state of page for fast subjective loading experience

Google Inbox, despite it's many faults, provides a subjective fast load experience by caching some recent state of the app.

Possibly using localStorage. Or perhaps they are witches, who can tell.

In any case it would be a nice experience improvement.

From mashing the keyboard the best description I can find on google: https://developers.google.com/web/updates/2015/11/app-shell?hl=en
      That is what inbox uses.

      In scope

      • Investigate if there are benefits to taking this approach for blue ocean
      • Write up a short Google doc on how we could get there
