Jenkins 2.17, copyartifact-plugin 1.38.1
When copying from an upstream multi-configuration project the output directory of the copy artifact plugin does not contain the artifact required. It contains a folder with the CONFIG= axes of the upstream multi-configuration job. I would expect all binaries retrieved to be placed in the designated output directory of the plugin as per its behaviour in other scenarios.

"Flatten directories" applied to artifacts in directories of configurations (like CONFIG=xxxx).
Copyartifact creates directories of configurations even you check "Flatten directories".
