Percent encoding cause fail in Visual Studio

      In the multi branch pipeline, the scm path is percent encoded and used as a folder name.
      This percent encoding cause fail with visual studio C++ build.

      For my this is an issue of Visual studio, so I have created an issue here

      But it seems that encoding cause troubles in others softwares
