The DisplayURLProvider is an extension point that allows alternative UIs (like Blue Ocean) to override the generation of URLs that are used in notifications.

In Scope

• Create our own BlueDisplayURLProvider implementation
• Override all the methods and do the right thing to generate frontend URLs
• getTestUrl() should point to the test tab on the run modal (unlike classic we can't link to a specific test case, so the test tab will do for now)
