      Follow-up to JENKINS-38371 and JENKINS-38370

      After "some time" of JENKINS-38371 being in play (probably 3-6 months at least) we should turn on by default the enforcement of the @MasterJVMOnly annotation on all agents. The enforcement should be opt-outable for some period of time
