Administrative monitors should be more noticeable

      Description

      Right now, administrative monitors are not very noticeable. They require administrators to navigate to the /manage URL, and with the hierarchical bread crumb menu, that is very easy to skip.

      Administrative monitors really should show up on all, or at least most, URLs for admins.
