      When you don't have any slave nodes defined the "Build on multiple nodes" option
      does not appear in job configuration. This makes sense unless you're using the
      Amazon EC2 plug-in - in that case you might not have any slaves defined but
      rather expect them to be instantiated on demand. My assumption is a demand
      based on specifying labels for a job. In this instance you need to be able to
      tell the job which labels to build on to ensure the right AMI instances are started.

      Hence you need the "Build on multiple nodes" option to be present and
      configurable even if you have no actual slave nodes defined.
