Fix ATH triggered by PRs

      Description

      Currently when PRs trigger off a ATH run - this fails due to:

      "No CI build for Blue Ocean branch named 'bug/JENKINS-39295-expandable-path-icon', or doesn't have a pre-assembled plugin tar. Trying the 'master' build instead."

      eg: https://ci.blueocean.io/job/ATH-Jenkinsfile/job/master/224/console

      If you run the branch build from the branch source it will work.
      Currently this actually slows things down as it kicks off a build that never seems to work and takes up resources.

      Could this be changed to build from branch source ?

          Hmmm ... it does seem to work with PR HPIs in at least some situation. See screenshot.

          I wonder might it be the "latest" build thing. I'll look into it anyway. Thanks Mic.

          Ok, I think I plugged some holes in the script to at least make this fail happen less frequently.

          One of the issues was the use of "/" in some of the branch names. That needs to be encoded or the copyartifacts fails. Encoding though is a bit of an issue because I can't seem to use the URLEncode class in the script (fails with script approval issues BUT the approval request is never added to /scriptApproval, so not able to enable it).
