[JENKINS-39371] Dialog component

In Scope

Re-usable dialog component in the JDL
Button bar at the bottom with default cancel and save buttons
Consumer of the component can optionally set the header color. Otherwise if not specified it is the brand blue colour
- For context, the turquoise in the screenshot is set specially for the Input dialog
Overflow on Y axis
Clicking on the mask should cancel
Escape canceled the dialog
