JENKINS_URL/pluginManager/api/xml does not return the plugins listed on pluginManager page, instead returns emtpy xml/json/python depending on the URL

JENKINS_URL/pluginManager/available/api - returns 404
JENKINS_URL/pluginManager/installed/api - returns 404

JENKINS_URL/plugins - returns installed plugins, in JSON, seems to be duplicate functionality of pluginManager/installed/api/json, although that URL doesnt work as expected

Background: I listed the Priority as 'Blocker' as my team is currently trying to automate our Jenkins update infrastructure. We have obligations to log plugin updates, dates they were updated, and previous/current versions to an in-house wiki. The ability to automate this task would free up hours of development time each year.
