Allow definition of sandboxed libraries at global scope

      Because this plugin does not allow the definition of sandboxed libraries on global scope, but only on folder level. It is not possible on managed/secured environments (e.g. DEV@cloud by cloudbees) to take advantage of this plugin, unless every job is placed within a folder.
