golang:1.6.3-alpine doesn't contain make package

      doesn't work as expected

      containerTemplate(name: 'golang', image: 'golang:1.6.3-alpine', ttyEnabled: true, command: 'cat')
...
cd /go/src/github.com/hashicorp/terraform && make core-dev
...

      Since there is no make tool installed in this container, We need to use our custom one
