pipeline shared library changes repeatedly trigger failing jobs

      Making an update to a shared library (accessed via git) causes all jobs using the library and SCM polling to re-build (see JENKINS-41497). If the build fails, the job is repeatedly re-built.

      It's annoying that it triggers at all, but it should definitely only do it once.

          I don't think it's a dupe - the problem is that the error causes it to loop and re-trigger.
