Windows 10, chrome 58.
Description
While log on the Jenkins we are facing install plugin/upgrade pop-up message.
try to upgrade the jenkins 2.46.1 it will get's failed.

Please report followings:
- The version of Jenkins
- The version of JRE or JDK
- Is this the first time you try to install / upgrade Jenkins or plugins? I mean I want to know this happens only when updating to Jenkins 2.46.1 or also when updating / installing plugins.
And it sounds like the issue with Windows + Java>7, and it might be fixed by disabling firewall, or adding "-Djava.net.preferIPv4Stack=true" option to JVM.

Looks like an environmental issue, perhaps related to process restrictions. Java may not be allowed to connect.
