[Publisher config] Support merging of global configuration and pipeline configuration

      When the configuration of a publisher is defined both globally in the Jenkins "Global Tools Configuration" section and at the pipeline level "withMaven(options: [myPublisher(...)]){...}", we should have a "smart merge" instead of ignoring the global configuration.
