UserStatePreloader should be in blueocean-rest-impl

    • Blue Ocean 1.1

      UserStatePreloader is the responsible to set up the user in the front end app global context. However it lives in blueocean-pipeline-api-impl which looks like quite unrelated to that.

      It should live in blueocean-web, but that module doesn't have a dependency with blueocean-rest-impl, so I think the best place to put it is blueocean-rest-impl itself.
