Move tool configuration into its own top-level page

      There are now a bunch of tool installations & installers that you can configure
      and they are starting to make /configure cluttered. It has been suggested to me
      (private comment) that they be moved to their own config screen (e.g. /tools as
      a URL path), linked to from /manage of course and labeled Manage Tools by
      analogy with Manage Plugins and Manage Nodes. Opinions?
