Add an option to redirect from the root to a given prefix

      It would be good if Jenkins had a (most likely command line) option to send a redirect (like "301 Moved permanently") instead of HTTP error 404 when accessing the web root after setting a prefix with the --prefix. The target of the redirect should be the new URL including the prefix.

      This would benefit users so that they don't have to manually update their links or bookmarks and they can still access Jenkins via the otherwise non-sensical request to the root of the server.
