Adapt ConfigFileBuildWrapperWorkflowTest due to JENKINS-43073

      Since JENKINS-29711 the syntax used in ConfigFileBuildWrapperWorkflowTest#symbolWithTargetLocation is deprecated and due to JENKINS-43073 the change is not backwards compatible, this makes ConfigFileBuildWrapperWorkflowTest#symbolWithTargetLocation fail when executing with versions of workflow-cps:2.14+ for example when running the Plugin Compatibility Tester

      This does not affect the plugin itself but I believe there is no reason to keep tests that make use of a deprecated syntax, even if JENKINS-43073 is eventually done.
