incorrect message in multibranch pipeline Pull Requests view

      Scope

      • PR tab should show the "Unsupported" empty state for native git

      Problem
      Create a new pipeline from Git Repo using the pipeline creation wizard (sans Jenkinsfile - e.g. https://github.com/jtnord/maven-test-project.git)

      Notice that there is a Pull Request in the actual GitHub repo.

      Go to the Pull Request view for the newly created project.

      Expected behaviour

      either
      a) the PRs are shown
      or
      b) the message does not say that there are no Pull Requests - e,g Pull Requests are unsupported for this type of Repository / provider
      or
      c) The Pull Requests link is not even visible for Projects that do not support PRs.

      Actual behaviour

      Message says there are no pull requests. This is an obvious lie, given that a plain git repo does not support pull requests, (but maybe BO is doing some tricks when it sees a github.com URL - but there we go...)
