For "Streams" workspace, show workspace options like modtime

      When defining a "Streams" workspace, show and use the usual workspace "options"

      This is to allow the p4 client workspace to be created with modtime or allwrite or ...

      Workaround:  use workspace type of Manual and enter the Stream.  Or use Template.
