Agents stuck in 'Provisioning' mode for several days

      I had a Jenkins master restart occur while Azure VM Agents was spinning up some VMs. This seems to have broken something as they have been stuck in 'provisioning' mode for several days now.

      Obviously the plugin should detect these deployments are no longer active and mark the provisioning as failed. 

      They are still counting against my active host limits.

          Description Original: I had a server restart occur while Azure VM Agents was spinning up some VMs. This seems to have broken something as they have been stuck in 'provisioning' mode for several days now.

          Obviously the plugin should detect these deployments are no longer active and mark the nodes as offline. They are already long deleted from Azure.
