Add the optional feature to add a comment to a PR on build event

      Currently the Build REST API is used to notify Bitbucket about build statuses. This works for branch and PR builds.

      In PR builds, however, it would IMHO be beneficial for long running builds, if an optional comment could be added to the PR, since this would trigger an email notification to author and reviewers.
