User Input: Add option to hide the Abort button

    Description

      Please add configuration to the user input step to simply not show the abort button. If a user wants to abort they can use the standard controls to abort the job.

      Users can abort / have aborted long complex pipelines by simply clicking in the wrong place.

      Preventing the user from aborting the pipeline via RBAC controls then prevents the users from aborting the pipeline at other stages which are also undesirable. 

      In short there are times when I want to force a user to enter input. 

       

      I believe this is not directly related to -JENKINS-40679 which says there should be no abort button (I'm after the ability to remove it, not saying it should never be there in any situations), and that one looks to be solved in the blue ocean ticket under -JENKINS-38494--
