Extend InjectedTest to include test runs with all optional plugins disabled

      It would be useful to give all plugins a minimal sanity check with all optional plugins disabled. Not sure what the extent of that would be, but the hope is that many optional declared dependencies that are actually mandatory would be identified by just loading all extensions.
