When you create a new pipeline the build health status icon shows as "sunny" even though the pipeline may not have successfully been built. This can be particularly apparent if the job sits in the queue for some time waiting for an instance to execute.
This may be misleading, and a new icon representing a pipeline that has never been executed used instead for this state
